In January 2000, United Parcel Service of America (UPS) filed a Notice of Intent with the Government of Canada under NAFTA. The NAFTA claim was heard by a three-person international tribunal located in Washington, D.C. that holds hearings, open to the public. The UPS NAFTA claim raised whether Canada has failed to treat UPS as well as it treats Canadian companies operating in the courier and parcel delivery market.

In 2007, a majority decided against UPS' claims.
